Justice and Legal Issues

The Law: Young People, Parents and Schools
Program 7: So what is cyber-bullying?

The program begins with a look at the age-old issue of bullying and the more recent phenomenon of cyber-bullying. Electronic media now provide more opportunities for this kind of activity, and the means of sending out false allegations against others – and other forms of nastiness – much more quickly around the world. The key issue here is the immediacy that technology provides. Contributors to the program this week are Michael O'Connell, Commissioner for Victims' Rights, Attorney General's Department, South Australia, and Dr Matthew Sorell, Senior Lecturer in Telecommunications and Multimedia Engineering, The University of Adelaide. A Good Read – Aaron Blabey: Children's Picture Book Author

"A parent reading to their child, or a teacher reading to a class for instance, can explore the feelings of the characters, loneliness, bullying and a child's sense of home or place. Children of kindergarten or junior primary age will have an emerging understanding of these issues and be able to think and discuss the issues." In her review of some of the children's picture books by author Aaron Blabey, Sandhya Burton from Salisbury Library Service speaks about picture books to read to young children that have solid content, but also real entertainment value.

Selia's Learning Journey

Adult Learners' Week was celebrated in the first week of September, not only here in South Australia, but across the whole nation. And this was a special year for someone who, a few years ago, won an Adult Learners' Week award, but was not able to collect her award at that time. To find out more, Learning Works' Tony Ryan visited Paralowie R- 12 School near Salisbury SA, and spoke first to the Community Development Officer Mary Jo Bellew, and then to Selia Mercich, a tutor at Paralowie, who tells about her learning journey.

Contributors include Joy Nunn, Director of Organisation and Community Learning, Hume City Council, and George Osborne, Manager Learning Community.

Justice and Legal Issues

The Law: Young People, Parents and Schools Program 6: Those Mobile Phones!

The program begins with a look at just how important mobile phones are to most of us. With young people, there is an expected etiquette, with an emphasis on instant replies - for them, the social networking sites and mobile phone texting are more used than emails. The point is made that the practice of "sexting" by young people could well result in a charge of creating and disseminating child pornography.

The program ends by noting the responsibility of parents to ensure that firm rules are set in place to assist young people to remain safe in using their mobile phones.

Contributors to today's program are Dr Matthew Sorell, Senior Lecturer in Telecommunications and Multimedia Engineering at The University of Adelaide, and Associate Professor Marilyn Campbell from the School of Learning and Professional Studies at the Queensland University of Technology. Learning Communities - Hume Global Learning Village (Part 2)

Around Australia, we're seeing the formation of more officially designated Learning Communities. And in those areas that are called Learning Communities, it is almost certain that there is very strong support from the local government authority in that area. To find out about one Learning Community, we visit the Hume City Council, not far from Tullamarine Airport in Melbourne, to see how they have gone about building a vibrant learning community. This is the second of two segments on the Hume Global Learning Village.

Contributors include Joy Nunn, Director of Organisation and Community Learning, Hume City Council, and George Osborne, Manager Learning Community.

The Law: Young People, Parents and Schools Program 4: The School's Duty of Care

Today we further explore issues around the rights of the child, with a focus on the concept and practice of duty of care, before moving more specifically next week into issues around connected kids, beginning with a look at young people and mobile phones.

Contributors today are David Thompson, Teacher-in-residence, Victorian Law Foundation, and Professor Des Butler, Faculty of Law, Queensland University of Technology.

The Law: Young People, Parents and Schools Rights and Responsibilities (2 of 3)

Today we continue to explore issues around the rights of the child and the duty of care that schools owe to their students, with a special focus on the young person's right to privacy. Given reasonable grounds, what are the rights of parents in relation to a young person's diary, or the school's right to search a student's locker? The point is made that, in relation to rights, the child should not be treated as "a lesser person" simply on the grounds of age.

Contributors this week are David Thompson, Teacher-in-residence, Victorian Law Foundation, and Margaret Coady, Senior Lecturer, Graduate School of Education, University of Melbourne.

The Law: Young People, Parents and Schools. Program 1

This is the first of a 12-part series on aspects of the law relating to young people, parents and schools. The focus in Program 1 will be to introduce some first thoughts on the "ecology" of today's "connected kids". Learning Works' producer/presenter Tony Ryan interviews Dr Glenn Cupit, Senior Lecturer in Child Development in the deLissa Institute of Early Childhood and Family Studies, University of South Australia.

We then look at aspects of the rights of young people and the concept of duty of care (Programs 2 - 4). This leads to some specific issues around connected kids, including mobile phones, internet safety and cyber-bullying (Programs 5 - 9), before revisiting the boundaries to the school's duty of care (Programs 10 - 11) and finally help for parents (Program 12). The series ends on Monday 16 Nov / Friday 20 Nov.

Recently in Geelong Victoria, the Australian College of Educators facilitated a Digital Fair, as part of its celebrations of fifty years of service to Australian educators. A range of speakers addressed topics relating to students and digital technology, teaching and learning schools and in further education and training, the changing role of the teacher/facilitator, and how students really learn in this digital age.

Engaging All Ages, through Neighbourhood Houses in SA

So what are neighbourhood houses and community centres? Around South Australia, there are over eighty community centres associated with the Community and Neighbourhood Houses and Centres Inc (known as CANH), established to provide support to, and advocacy for, Community Centres and Neighbourhood Houses, and to assist in the delivery of the best quality service to Centre and House participants.

At the recent CANH State Conference, Learning Works' producer Tony Ryan spoke with CANH's Sector Development Officer Janet Brinkworth, about the theme of the conference - Engaging All Ages - about the range of programs and services available through many of the neighbourhood houses across South Australia, and about the important role of volunteers in this sector.

Older Men's Learning

Men over the age of fifty comprise a minority of participants in most adult learning settings, including in Adult Community Education (ACE). Associate Professor Barry Golding from the University of Ballarat in Victoria is leading a team of researchers into the learning that happens elsewhere for older men, other than in the workplace.

Associate Professor Golding said that his team members are interested in talking to and surveying men over the age of fifty about the learning that occurs through their participation in a range of community-based organisations.

"An obvious place to look is in sporting organisations, but there are other places where men prefer to go. Our research is directed towards places men go, rather than where men don't go", he said.

"Our aim is to study senior men who are participating in community-based organizations in urban, rural and remote contexts in Australia. Our interest is in what senior men learn informally and what wellbeing benefits the men, their families and communities get out participating. We will survey and interview men over age fifty (in work, out of work or retired) in a wide range of community organizations in three states.

"Associate Professor Golding added that some older Australian men enjoy productive, hands-on, outside group activity where they can contribute to the community. The learning in fire and emergency service, ambulance and surf rescue organisations is often a matter of life and death, and is a good example of this learning. Community men's sheds also provide productive and positive spaces for some older men.

This interview with Associate Professor Barry Golding was recorded at Adelaide Airport, following his recent visits in SA to Aldinga, Christies Beach and Ceduna.

The Market and the Dance - Informal Learning in Action

"Trust, cohesion and inclusiveness are evident at dances and markets where the pleasure of the event is maximised by collective participation, and success of the activities is multi-tiered. Fundraising for local charity, the small scale production of goods, or sale of self grown produce are local initiatives, marginal to but not disassociated from, the wider economy. Abilities for All - A South Australian Success Story

In mid-February at Bedford's Panorama site in Adelaide, 108 participants graduated from the Abilities for All training program that provides accredited workplace training for hundreds of South Australians with disabilities. They formed part of 154 people graduating across the State this year, including at graduation ceremonies held at Port Pirie, Mount Gambier and the Eyre Peninsula.

"This will bring to a total over 750 South Australians with disabilities who have now graduated from Abilities for All, since I launched it in 2006 as a joint initiative between government and the disability sector, undertaken by Bedford and TAFE SA." South Australia's Employment, Training and Further Education Minister, Paul Caica said at the ceremony.

"They've graduated in areas ranging from Engineering, Furnishing and Business to Horticulture, Viticulture and Hospitality. And they've received qualifications in Certificates I to III or Statements of Attainment," he added.

Speakers in this program include Minister Caica, Bedford's Chief Executive Max Dyason, trainers, and of course some of the students who speak of their achievements and hopes for the future.

A Good Read #1

"While Neil Gaiman may be better known by adults for his Sandman series or his many other comic books, he writes books and novels quite prolifically for children and adolescents, and it is this collection of titles that has me quite captivated, bemused and thoroughly intrigued at the moment." So writes Sandhya Burton, from the Salisbury Library Service in Adelaide, in this week's edition of A Good Read.

This week in Learning Works, Tony Ryan speaks with May Shotton, a trainer with the Gambling Help Rehabilitation Service at Relationships Australia.

"I've Loved You So Long"

"In the French film I Have Loved You So Long, Kristin Scott Thomas plays the role of a woman who silently carries the burden of a terrible secret. The plot is constructed in the manner of a thriller, with clues seeded enticingly along the way, but with the major revelation skillfully concealed until near the end of the film." So writes Learning Works' resident film reviewer John J McGowan in this, the first of his Cinema Reviews for 2009. The full text of the review will be online shortly, along with the full mp3 audiofile.

A Good Read - How Books Help Babies and Toddlers

"When children start school, they are already five years old, and the years where they learn the most information, that is 80% of all the information they will ever use, have already passed. The most important work that children do to develop literacy skills must start when they are born, and their parents are their first teachers." So says Sandhya Burton, from the Salisbury Library Service who presents A Good Read this week - not so much a review, but more a reflection on the important role of parents in developing early literacy in babies and very young children.
